The direct and specific purpose of the CNFC is to represent rights holders in exploiting the economic value of the works they authorize, through authorizing the use of the works in the form of reproduction and certain forms of digital use, including digital reproduction and use on the Internet.
The rights holders served by CNFC are numerous, including authors and copyright owners, including publishers, both domestic and foreign.

CNFC's organizational structure and operationsThe primary task of the cnfc is to represent the rights holder in negotiating with users for permission to use the work in certain forms.
The main purpose of licensing is to generate maximum income for the rights holder, when their work is used.
One of the important requirements for collecting fees for using works is that the amount collected must be commensurate with the actual level of use, depending on the form of use.
The distribution of royalties for the use of works is based on the basic principle that the CNFC must transfer to the rights holders the amount of money they are entitled to according to the extent of use of the work, after deducting management costs.
