CNFC represents the right holders in exploiting the economic value of the works they authorize, through authorizing the use of the works in the form of reproduction and certain forms of digital use, including digital reproduction and use on the Internet.

CNFC negotiates usage contracts with users on behalf of the right holders. Through the contract, CNFC grants a license to the user, in return for which the user must perform a number of obligations, including paying remuneration, reporting data on usage, and ensuring the author’s moral rights.

CNFC is responsible for monitoring the reproduction and digital use activities, to know which works are used, by whom, where, when, how (purpose, scope), with the aim of creating a basis for collecting remuneration for the use of the work and distributing remuneration to the right holders, commensurate with the extent to which their works are actually used.

Through the collection and distribution of royalties to rights holders, CNFC makes a practical contribution to encouraging authors in their creative activities and publishers in investing in bringing new works to the public.

With CNFC, rights holders can focus on creative work, without having to worry about professional and technical work related to copyright and other rights that they often have little knowledge or experience with.

For publishers, income increases financial capacity to invest in purchasing equipment, machinery, and applying high technology to meet the needs of development and integration with the world.

In addition, thanks to income and as a collective, rights holders can also carry out other social, cultural or professional work.

However, the effectiveness of CNFC operations and therefore the interests of rights holders depend largely, if not primarily, on the rights holders themselves, through their support, assistance and decisions.

Serving the interests of users

With the collective licensing mechanism, CNFC creates conditions for users to access legally, through a single point of contact, at a cost commensurate with the actual level of use, to an extremely large volume of documents, diverse in form, rich in content.

Through CNFC, users are assured that their use is clean in terms of law, they do not face the risk of being sued for copyright infringement.

The main users that CNFC serves are large-scale users, related to most areas of life activities such as: education, training, research, management, business, information, entertainment, etc.; taking place almost everywhere such as in schools, universities, libraries, archives, research institutes, state agencies, social organizations, enterprises, etc.

In many ways, these agencies and organizations need an effective mechanism to protect copyright. They are users, but also sources of creative products, and disseminate creative products to the public.

In addition, as a place where intellectuals gather, they must be a good example of respecting intellectual property rights.

Negotiating a usage contract does not necessarily have to be done for each individual user, thus reducing transaction costs. In practice, a type of contract can often be used for groups of subjects that are similar in purpose and form of use, for example for groups of universities (engineering, business, art, …), groups of enterprises (chemicals, pharmaceuticals, …), groups of organizations (research, archives, libraries, …).

Through its activities, CNFC indirectly serves the common interests of society, can make important contributions to building and strengthening a culture of respecting the law, ensuring the health of the publishing market, supporting and supplementing copyright enforcement activities and encouraging creative activities and investment in the publishing industry.

Today, some countries in the world, although not belonging to large language communities, have achieved achievements on the path of cultural development. By applying the law to cultural management, those countries have established discipline, protected the rights of authors and creative workers in the field of literature and art, creating for them a healthy market so that they can receive remuneration commensurate with their efforts and talents.

Good management to have a healthy cultural market also has the effect of creating a resistance to help national culture preserve its own identity in the context of integration with many different cultures.
